VietNamNet Bridge – The Minister of Construction on July 2 reported to the government the reason for the collapse of Can Tho Bridge last September, which killed over 50.

The tragedy occurred on the morning of September 26, 2007, killing over 50 and injuring dozens of workers. The Prime Minister set up the State Investigation Council to seek the reason for the collapse. After nine months of investigation, the council announced the reason on July 2.

The council’s chairman, Minister of Construction Tran Hong Quan, said the major reason was the depression of the foundation of a key temporary pillar. He said the collapse caused by the depression took place within 20 seconds.

He added that according to regulations, the major responsibility belongs to the designer but the depression on such a narrow scale may be considered a risk, as it is very difficult to anticipate in a design.

Quan said the Japanese side completely agreed with the above investigation result.

“The responsibility belongs to three sides: the investor, the contractor and the consulter. The Japanese contractor and consulter executed their civil responsibility through compensation,” the Minister said.

He said the Ministry of Public Security will continue investigation and suggest forms of punishment after researching the State Investigation Council’s documents.

Burrying pig that die by green ear

Foot-and-mouth disease in cattle and green ear disease in pigs have returned to many provinces, said Bui Quang Anh, Head of the Veterinary Agency on July 2.

According to the Veterinary Agency, foot-and-mouth disease has attacked around 300 cows and buffaloes in the two districts of Trung Khanh and An Khanh in the northern province of Cao Bang.

In the central province of Thua Thien-Hue, the disease has appeared in three communes of A Luoi district. Fourteen cows have been culled.

In the central province of Ha Tinh, foot-and-mouth disease has been reported in the two communes of Ky Lam and Ky Nam of Ky Anh district and Huong Binh and Ky Son communes of Huong Khe district.

Therefore, there are four provinces with foot-and-mouth disease, including Cao Bang, Quang Ninh, Thua Thien-Hue and Ha Tinh.

Meanwhile, the green ear epidemic has reappeared in some provinces, including the southern provinces of Ba Ria-Vung Tau, Soc Trang, and Vinh Long, raising the total number of locations with green ear to five. The two others are Bac Lieu and Lao Cai.

Customers can now sue merchants for damages if they’re sold fake or out-of-date products thanks to the Law on Quality of Products and Goods which came into effect on Tuesday.

The law contains 13 prohibitions including banning people from importing or exporting goods of unsubstantiated origin, outlawing the use of low-quality and out-of-date foods.

Deputy Head of the Bureau for Civil Economic and Commercial Laws of the Ministry of Justice’s Institute of Legal Sciences Nguyen Van Cuong said that the law, would contribute to protecting consumers by ensuring that the information on packaging is accurate, and the quality of goods from production, through to retail is up to required standards.

The law contains 13 prohibitions including banning people from importing or exporting goods of unsubstantiated origin, outlawing the use of low-quality and out-of-date foods and pharmaceutical products as donations, and forcing transparency of information to protect against goods deemed unsafe for humans, animals, plants, property and the environment.

The law is now in effect but many wonder how effectively it will be implemented in a nation where many customers purchase inferior quality goods on a daily basis.

Bui Thi Khuynh, a sixty-year-old woman in Thanh Xuan District, is one of many who have on numerous occasions bought pork and beef from markets which proved unfit for human consumption; she has never been compensated.

“I lost money but the sellers lost my trust,” Khuynh said, “I’m very angry but I don’t know how to do.”

Nguyen Thanh Ha, a resident in Lo Duc Street, only shops in select locations she trusts.

“Many goods are almost identical and it’s hard to know which are genuine; that’s why I have to believe the shopkeepers,” said Ha.

According to Ha, she once bought ten tins of yoghurt from a trusted store without noticing it was out of date. “My children got stomach-aches after drinking the yoghurt but I let it go and simply became more vigilant,” Ha said.

Ha is one of many people who have no choice but to hope the vendors are honest people. According to the new law, Khuynh and Ha now have right to sue for compensation.

According to article 58 of the law however, consumers who wish to sue will bear the costs of taking samples, testing and appraising the quality of products before their lawsuits, and would only be recompensed if they win.

Deputy Director Son said not everyone could afford, or would be willing to go through the costly process of a lawsuit.

“The law would be more effective if people were better informed. I think it will take a long time for people to understand the law and realise they have rights,” said Son.

According to the Market Watch Department, the number of fake and low-quality goods increases every year. Nearly 65,000 violations were discovered nationwide in 2007, about 5,000 higher than in 2005.

A fire broke out in an underground car park in a 17-floor building in Cau Dien town, Tu Liem district in Hanoi yesterday.

The fire raged for 30 minutes, burnt three cars and damaged six others in the underground floor of the My Dinh 1 Building, the first high rise apartment complex of its kind. No casualities were reported.

Local residents and the building’s security guard said they did not hear the fire alarm go off.

Another big fire destroyed 4,700 tonnes of cassave and 2,500 sq.m of store of a companjy in Bien Hoa city in the Southern province of Dong Nai yesterday.

The eight-hour fire at the Bien Hoa Sugar Joint-Stock Company caused a loss of 15 billion VND (937,500 USD).

An AO victim

Vietnam and the United States will convene the third annual meeting of the Joint Advisory Committee (JAC) on Agent Orange/dioxin in September, the US Embassy announced on July 2.

According to the embassy, the high-level scientific dialogue on AO/dioxin this year will help continue cooperation activities between the two sides and bring for the first time an opportunity of collaboration with donors’ community.

The JAC sees the participation of representatives from the US ’s Departments of State, Defence, and Health and Human Services, the Environment Protection Agency, and the Centres for Disease Control and Prevention.

The committee works to increase the bilateral coordination and cooperation in health care and study of AO/dioxin impacts on the environment through scientific discussions to provide suggestions to the two governments’ policy making.
